It is a typical scenario in cooperative work environment that the majority of the participating team members who are working together to achieve the common goal are quite often geographically scattered over different locations, and different perspectives of each team members participating in the project often lead to conflicting decisions. The decision support system model proposed in this work provides all related team/members with system-mediated decision to resolve such conflicts. This paper focuses on development of the general architecture of the decision support model and its three core agents to manage the goal graph with input from both teams and the management in order to generate the most optimal decision for project goal management. The Resolution Agent, one of the three core module of the system, determines the most optimistic resolution called optimal point in terms of satisfying the highest level goal on the project and tries to mediate controversial issues among different teams.
