The purpose of this paper was to pilot-test how raters' English language backgrounds influence holistic and analytic ratings of Korean student's English language oral proficiency. This paper examined 1) if there is a significant difference between the Native English Teachers (NET) and the Non-Native English Teachers (NNET) in their perceptions of the importance of rating criteria for the evaluation of non-native speakers' English language oral proficiency; 2) if there is a Significant difference between NET and NNET in the ratings of Korean students' speech samples using holistic and analytic rating scales; 3)if there is an association between holistic and analytic ratings of the same speech samples. Since the raters who participated in this study have resided in Korea and taught English more than two years, their rating behaviors and perceptions did not turn out significantly different. In terms of the relationship between holistic and analytic ratings, it revealed that analytic rating of "range and appropriateness of vocabulary" had a substantial association with the holistic ratings by both NET and NNET groups. Further research is necessary to develop appropriate assessment criteria for non-native speakers' English language oral proficiency tests.
