The purpose of this paper is twofold. First, it seeks to analyze the present situation in the main fields of economic cooperations between South Korea and the Republic of Russia in the 1990s. Second, it tries to foresee the future of their economic relations in the long run and to suggest the policy recommendations to improve them.
Since the diplomatic normalization between Republic of Korea and Russia in September 1990, bilateral cooperations between the two countries have been developed in the various dimensions of economy, military, national security, culture etc. Based on the intrinsical characteristics of mutual complementarity in the field of economy, Korea and Russia have developed a very close cooperations in trade, investment, scientific, and technological exchanges with each other.
However, we can not deny that current Korean-Russian economic cooperations have not reached to what we expected at the early stage of cooperations. In addition, the potential of economic cooperations could not be transformed into reality. For example, the volume of trade between the two countries is only 1-2% of the total volume of Korean and Russian foreign trade respectively. Moreover, in terms of volume and number of investment, capital investment of Korean companies into Russia is very small. Equally important, problem related to the redemption of the loan provided to Russia is one of the obstacles to promote and advance the Korean-Russian economic relations.
In conclusion, although many experts emphasize the importance of enterprises' activities in business level, both governments still have to play a great role in developing economic relations. It is difficult to consider Russian market, which are underdeveloped, fragile, and disorganized, as a locomotive to transform cooperative potential of two countries into reality. Therefore, both governments should actively resolve major impediments to develop trade, investment etc. Finally, they have to take a step to minimize problems that will happen in the process of economic cooperations.
