Now, the global village created by McLuhan is transforming into the "Ubiquitous Society" by the development and progress of new broadcasting technologies and the convergence of broadcasting and telecommunication; Webcasting, Digital Multimedia Broadcasting, Mobile broadcasting, HDTV, DTV, IPTV, etc.
The multi-media and multi-channel characterized by those broadcasting new media causes the explosive demand of broadcasting programs and contents. With this demand of broadcasting contents and programs, new cultural phenomenon like "Korean Wave(Han-lieu)" appeared in a few asian countries (Japan, China, Vietnam, etc) that have the same oriental value and culture. For examples, in the year of 2004, Japanese society saw a remarkable boom of "Winter Sonata", a KBS television drama series, firstly released at its domestic market in 2002 and seen in Japan four times through NHK satellite and terrestrial television channels since 2003. Hong Kong plays about 1000 hours of imported dramas, among which Korean imports rose from 160 hours to several hundred hours recently. The rise in demand for Korean imports also causes the dramas to soar in price.
This paper seeks to the cooperation plan for development of broadcasting technologies and cultural exchange between Korea, Japan and China through the foundation and operation of "Asian Cultural Channel" after the model of "Arte", european cultural channel, television broadcasting station, located in Strasbourg, France, founded to establish the identity of european culture in european communities(with the start of Europe Union).
This paper can be referred to essential guide for the foundation and operation of "Asian Cultural Channel" for development of broadcasting technologies and cultural exchange between Korea, Japan and China. Finally, it will contribute to cooperate for the development of broadcasting technologies and cultural exchange between Korea, Japan and China and establish the identity of asian culture as well.
