It was usual to interpret the status of Bugokin(部曲人) as common people. It was based on the facts that Bugok(部曲) in Goryo had a characteristic of administration unit and Bugokin payed same taxes as Gunhyeonin(郡縣人). The phenomenon to see Bugokin as common people was resulted from the historical record in Shindonggukyeojiseungram(『新增東國輿地勝覽』) published in Choseon Dynasty. It said, 'When Shilla fixed Gunhyeon(郡縣) they designated the place that did not meet the standards of population or number of households as Hyang(鄕) or Bugok(部曲). However this view showed big difference from the provisions in 『Goryosa(高麗史)』.
There were three records about the status of Bugokin in 『Goryosa(高麗史)』. Firstly, it regulated the qualification to take Gwageo - National Exam to be public servants' and enter National Educational Institution 'Gukhak'. Secondly, it regulated the status of the inter-class married couples between Gunhyeonin(郡縣人) and Bugokin(部曲人). Thirdly, when Gunhyeon(郡縣) is degraded to Bugok(部曲), the people living there were degraded down to slaves. In the regulation in Goryo, those who are descendants of Ohyeok(五逆)ㆍOhJeok(五賊)ㆍBulchung(不忠)ㆍBulhyo(不孝)ㆍHyang(鄕)ㆍBugok(部曲)ㆍAkgong(樂工)ㆍJabryu(雜類), those who do dirty things, those from bad heritage, and the descendants of slaves and people living in Hynag and Bugok cannot take Gawgeo. It implies that Bugokin were slaves. In Criminal law there were two records regarding Bugokin. One is the matter of legal status of children between Bugokin and Gunhyeonin and the other is the matter of punishment when Bugokin had physical relationship with Gunheonin. Children between Bugokin and Gunhyeonin would be Bugokin. When Bugokin married Jabcheok(雜尺), children would be divided into two and the remnant would belong to the owner of the mother. It implied that Bugokin was slaves and they belonged to their owners. When Gunhyeon was changed into Bugok, the status of residents would be changed and the people living in Bugok would get discriminated because they lived in Bugok.
