In 1950, North Korean orthography changes and becomes different from South Korean's by enacting and promulgating “Joseoneo Sincheolja-beop”. There were few changes to this later but the basic frame is maintained till today. The principal points that the North Korean orthography is different from the South Korean's are as follows: first, the names of Korean consonants and vowels were changed regularly(e.g. ㄱ gieuk, ㄷ dieut and ㅅ sieut; cf. South Korean uses the traditional names of giyeok, digeut and siot respectively); second, r(ㄹ) appears on the beginning of a word by changing the transcription of sound of Sino-Korean characters uniformly(e.g. ragweon and ryeoksa ; cf. nagweon and yeoksa in South Korea) ; third, the sai-siot(ㅅ) of compound nouns is not transcribed(e.g. naega and haebit; cf. naetga and haetbit in South Korea). For these differences, North Korean scholars assert that the North Korean orthography adopted a morphemic system whereas the South concentrates on a phonemic system.
Although North Korean scholars did not state clearly, yet this morphemic system means to transcribe the lexical morphemes uniformly at all time. Such being the case, the distinctive feature of North Korean orthography is the result of accepting an orthographic theory by Kim Dubong who played a major role to establish a new North Korean orthography. Kim Dubong, from his work, “Joseon Malbon(1916)” and “Gipdeo Joseon Malbon(1922)”-a revised Korean grammar and “Malmoi(?1914)” which is known as a manuscript, has not only asserted the orthography such as today's North Korean but he actually used it in his books. Therefore we believe that the North Korean orthography is based on Kim Dubong's theory. The purpose of this writing should start from criticizing the orthographic theory of Kim Dubong in order to criticize the North Korean orthography.
