The liberation from Japan gave Korea a task of establishing a united and independent nation by resolving the internal and external conflicts. Policies of U.S. and U.S.S.R. on Korea served key roles in achieving this goal, alongside Korean people's own efforts. This article analyzes the U.S. policies on Korea through examining reports of the U.S. Consuls in Seoul and that of Political Advisers after the liberation.
In the 1930s. the U.S. was quite well informed of Korea through reports from the American Consulate in Seoul. Consuls were usually in accordance with the Japanese idea, which considered Koreans to be passive and inferior. Politically they favored the Right wing, while cautioned against the Communists. William R. Langdon, who worked as a Consul in Seoul from 1933 to 1936. shared the viewpoint. He advocated the protection of Korea by Great Powers through constituting an Interim Government. using representative Korean group, in his '1942 report'. His idea had influenced on the U.S. formula on Korean policy, which was pursued earnestly during the Pacific War.
As Korea was liberated, each political group developed its plan for a new nation. Americans were surprised at the effective organizations of revolutionists, Observing the situation, Langdon developed his idea and offered his own plan in the '1945 report' as a political adviser. He showed opposition against the international trusteeship plan that stipulates the consultation with U.S.S.R. and emphasized that the U.S. should take a lead to establish Korean government. He put his hopes that the leaders of the Korean Provisional Government would bring together the Right-wing forces.
Langdon's suggestions reflected the direction of U.S.' policies on Korea in long term. although not adopted immediately. It was because his ideas were realistic ones, based on his own experience in Korea before and after the liberation.
