The aim of this paper is to scrutinize how the participatory government has expanded budget for its physical activity policies over a five-year period, and theresults of this research are as follows: The physical activity policy was given low priority by the participatory government. The proportion of budget allocated to physical activity policies by private funds has been increased, compared to by the National Treasury. In 2003, the national budget for sports was distributed most high in international sport. Since 2004, the rate of budget expenditure for elite sport among other sports by the government has been raised by 63.5 per cent on average for five years, while the figure for sport for all was 17.9 per cent. The National Sports Promotion Fund had allocated its assets to elite sport more than sport for all before 2003, but this tendency has been reversed with the Fund distributing average 60 per cent of its budget to sport for all.
There are rare differences between the participant government and former governments in the physical activity support system. The government made efforts in establishing athletic facilities for lifetime sports, enacting 'The Act of Sport Industrial Promotion' and operating policies related to sports industry in the purpose of economic development. It also deliberated a disability sport policy actively which is the distinctive feature of the participant government among other governments.
To sum up the research, the ratio of government sports budget to the whole budget was low during No Administration, and there was lack of creative changes, even no basic difference, in the policy directions or scales which actually indicate how much the government placed importance on physical activity policies.
