This article aims to suggest a reform plan for the recruitment and personnel policy of Korean judiciary. Recently Korean judiciary and Korean court as a whole have faced very severe criticism from inside and out, because a former head of Seoul Central District Court(currently one of the Supreme Court Justices) did a kind of misconduct which was believed harming the independence of trial especially the judges who were under his control in terms of judicial administration including the personnel evaluation. This article attempts to figure out an more applicable reform plan only by new legislation and/or some revisions of current laws(without any revision of the Constitution). In order to do that, the author starts with a brief recollection of the Korean judiciary's history, which is characterized by the unhealthy hybrid of Anglo-American judicial system and Romano-Continental one. Later on, he summarizes some guidelines of judicial reform and submits a skeleton of reform plan with a relatively deep discussion with the other plans especially insisted in the judiciary by some judges. The range of the author's plan covers (1) the qualifications of judge (2) the process of judge recruitment (3) the division of judge's group (4) the structure of judicial administration including the personnel policy of judges (5) the issue of the Korean Supreme Court's reform. According to the author, a more decentralized judicial administration including judge recruitment and personnel policy is possible and preferable for the Korean people and the members of Korean judiciary.
