This article is to evaluate Korean welfare policy since economic crisis in 1998. The analytical focus is the relationship of welfare policy with labor market policy. After ‘high growth low unemployment’ regime being crushed because of economic crisis in 1997, Korean government has pursued social policies with a names of productive welfare had intended to increase employment without decreasing labor hour. This kind of labor market policy tangled with social welfare policy for insiders in the labor market did make exclusion deeper. It made businesses pursue quantity-flexibility just for the labor cost rather than technological cause. Although recent welfare policies such as long-term care insurance and social service vouchers have extended the base for employment, the jobs were mostly lousy jobs. Instead of supporting development of human capital, improving quality of jobs, promoting flexibility of labor hours and autonomy of labor, Korean welfare policy and labor market policy focused on employment quantity didn’t make changes in quality of life. If new social policy was to change people’s life, it should target to change the labor world.
