Koryo established an Agrarian Act, called Ch?nsikwa, which had the function of granting noble bureaucrats the right to receive the tax of the arable land and forests. Some historians who were influenced by the stagnation theory insisted that all land in the Ch?nsikwa period was owned by the state. In contrast, Jin-chul Kang claimed that, although there was some land which was directly managed by state, most of land was owned by the peasantry. What he had verified was as below.
First, he insisted that there were both "public land" and "private land" in Koryo. The public land was subdivided into royal estate land. public agency land, and people's land. On the other hand, the private land included noble bureaucrat's land. palace's land, temple's land, soldier's land, and hostage's land.
Secondly, he also claimed that the rates of rent between the public land and the private land was different. The peasants who cultivated the private land had to pay half of the harvest as rent to the owner of the private land. Meanwhile, the peasants who worked on the public land had to pay one fourth of the harvest as rent to the state.
Finally, he explained about the life of the peasants in the early Koryo period. The majority of the peasantry was made up of free born farmers. They cultivated land called "minion" which belonged to the sub-category of the public land. This meant that they had to pay one fourth of harvest as rent to the state. They also had to pay a tribute tax as well as rent. Furthermore, adult males from the age 16 to 60 were liable for corvee labor duty.
