Is Africa a continent of vibrant life and hope or a continent of stagnation and slow regress? It depends on where you are standing. The paradoxes are abound; plentiful resources, yet stark deprivation; rich relationships, yet sharp cleavage; brilliant history and traditions, yet cultural neglect. Bit no one doubts that Africa is in crisis - a crisis whose complexity can be observed by the long list of proposed remedies: long term planning, good governance, democratization, regional integration, promotion of the inter-African trade, debt forgiveness, education reform, etc. None of them will turn the tide on their own. Hence the complexity of finding ways forward which, while offering hope in one area, may create further problems in another. In such circumstances it is tempting either to simplify, or to say "if only…". If only one sector - education for example, can be set in the right path, then another - democratization for example - could more easily be tackled.
This study starts with the language problems of the Democratic Republic of the Congo on the belief that the language problems severely hinder the national development even though these are not the heart of the crises that face the DRC or even a whole african continent. But this article will not propose concrete solutions for language problems - the problems are too complex. I will just demonstrate the reasons, in such domains as manpower training, education, democratization and national unity, why the exoglossic language policy must be revised and why african indigenous languages must be promoted.
