In 2006, 35 of the 59 states which World Bank designated as low-income countries are in the sub-Saharan region. Among them are included 18 of the 23 sub-saharan francophone countries. Proliferation of development-project failures and their ill-conceived correctives are often, unjustly, blamed on the inability of the local mentalities to understand and adapt to acquisition of new techniques. But the real issue in not who is to blame. The real issue remains a question of how to attack and solve the causes of underdevelopment. It is a question of adequate transfer of know-how. And the fundamental aspect of this transfer is the medium of communication used to bring the population to understand these new techniques and their uses. Thus language choice and use in Africa is an important variable in the durable development of Africa.
African countries maintain, until now, the ex-colonial languages as a sole national official language to the detriment of the african indigenous languages and this exoglossic language policy has, however, created, in African society today, rigid socioeconomic boundaries due to the knowledge and mastery of the official language, high rate of illiteracy and inefficiency in the national education. So it is not admissible any more for Africa to preserve the actual linguistic policy which privileges the foreign languages and minor elite group only.
In this regard, I proposed the promotion of the african indigenous languages. Based on the 3±1 language outcome in many African states, noted by Laitin(1992), it will be possible to choose one or more african indigenous languages in each state and to promote them as an additional official language. Finally I suggested to domesticate the new techniques and know-how with promoted african languages to sustain a durable development. I suggested also to use these languages as a medium-languages in administration, education and cultural domains etc. The new endoglossic language policy will certainly demands enormous socioeconomic cost but it will much more costly to persist in ill-conceived exoglossic policy.
