The 17th Presidential Transition Committee announced the strategy to form the mega economic regions in Korea on January 24, 2008. The strategy is the newest approach to regional development in Korea with emphasis on competitiveness and efficiencies rather than balance and equity. Existing regional policies have been criticized with their over reliance on the administrative boundaries of individual regional government, neglecting wider spatial perspectives in dealing with regional development issues.
The paper presents both the explanation and critical issues related to the planning and implementation of the newest spatial strategy in Korea. First, the author discusses the background of the new strategy and the concept and theories related to the mega economic region, including city-region and region state. The next chapter introduces the policy examples of advanced countries. The next two chapters present the details of the new strategy and important policy issues that are expected to be faced during the process of preparation and implementation of the strategy.
