Concentration of population and economic activities into the Seoul Metropolitan Area has been regarded as one of the most serious national problems that our society has been facing since 1970s. Various policies has been adopted such as the total industrial site volume control system to attack spatial concentration problem. Unfortunately, however, such a deconcentration policy has not been effective.
Constructing a new Administration Capital City has been raised by the ruling party during the last presidential election as an alternative policy for balanced regional development. The issue has been raised hot debates among scholars and policy makers because of its inherent importance and sensitivity.
For this in mind, the paper has attempted to systematically analyse the surrounding issues such as necessities of relocation, optimal timing and locational problem, range of scale of relocation, financing the costs of relocation. And further the paper has tried to investigate the questions of whether the policy of constructing a new Administration Capital City will be effective ,as expected, in reducing population and industrial activities of the Seoul Metropolitan Area and in achieving balanced regional development. Finally the paper discussed some issues and preconditions that the policy maker should bear in mind in a process of constructing the new Capital City in order to minimize the anticipated side effects and maximize its positive benefits, spatial deconcentration.
