This study analyzes the social development strategy of the Pak Ch?ngh?i (Park Chunghee) government from the late 1960s to the late 1970s, as wellas the arguments that raged over this issue. To this end, this study views the modernization of the fatherland implemented by the Pak Ch?ngh?i governmentas a comprehensive national development plan, and seeks to analyze the characteristics of the state as the main actor in modernization from a new standpoint.
The social development policy of the Pak Ch?ngh?i government failed from both the standpoint of social integration from the top and the expansion of welfare from the bottom. This failure originated from the perception of the actualization of the welfare state and the completion of the image of the state as a national defense state as two sides of the same coin. The state, which sought to establish a total war system, pursued a national security-first principle. Social development proved to be no exception to this policy. Thus, the social development policy needed was one that had to decrease the gaps in economic growth and simultaneously contribute to national security.
Therefore, the movement to perceive social development as an extension of citizenship and welfare, and as a natural right which all people should enjoy, was regarded as an attempt to break down national security and thesocial order. The Pak Ch?ngh?i government's image of the state and social development resulted in the government being unable to establish any effective policies with which to resolve the growing social polarization and rapidly expanding social conflicts.
