This study reviewed Goguryeo's relations with the Northern Wei and Song Dynasties, focusing on its recognition of the prevailing international order. Having established an international order centered round Goguryeo just before and after the reign of King Gwanggaeto, Goguryeo made the decision to become a part of the order led by Northern Wei and Song, under the diplomatic format of investiture in return for paying tribute. From that moment on, Goguryeo was positioned as a tribal nation on the Chinese border and thus as a target of penetration and interference by the Chinese. As a result, the international order of Goguryeo and the investing state coexisted in Goguryeo, and the order of Northern Wei and Song was an object to be blocked and excluded.
Feng Hong, the king of Northern Yan, belonged to the international order of all three nations. After securing Feng Hong, Goguryeo strongly refused the request of Northern Wei and Song for his deportation, not only for the purpose of political and military check but also, more importantly, to maintain the international order centered round Goguryeo by blocking and excluding interference of Northern Wei and Song on the basis of its sovereign and subject relationship.
Finally, Goguryeo executed Feng Hong for his unfaithfulness to its international order, but this act was regarded as a betrayal by the Northern Wei and Song and, as a result, the relationship between Goguryeo and Northern Wei and Song reached a crisis. Goguryeo's relationship with Song ultimately improved, but its relations with Northern Wei were severed for more than twenty years. Thus, from the viewpoint of the international order, the incident involving Feng Hong sharply expressed the conflicts between the three nations of Goguryeo, Northern Wei and Song as they sought the balance of power and order.
