The optimistic perspectives on world mission plans almost disappeared in the Christian countries after the World Missionary Council at Edinburgh was held in 1910. There were sudden social change such as the World War I and the Russian Revolutionafter the Edinburgh meeting. From this kind of situation, the International Missionary Council was established in 1921 at Mohonk, New York and the first conference of the institution was held in 1928 in Jerusalem.
This conference demonstrated the shift of mission paradigm. The authority of mission moved from the mission institution to individual denominations and churches. From this point, theconception of mission began to changeand was recognized as the task of each church's mission. Mission theology was also changed from the influence of the neo-orthodox theology which focused on Christology to social concern on agricultural and industrialization of the third world countries. The other concern was the attitude toward other religions of the non-Christian countries. The theological criticism of conservative group was followed, but it was discussed byparticipants from all over the world of different theological and cultural backgrounds. Above all, this conference gave new insight on non-Christian world and society.
The delegates of the Korean church attended this international conference for the first time. Their activity in the meeting was not significant but the influence of the conference on Korean society and the Korean church was very broad. The Korean Presbyterian church, Methodistchurch, YMCA and YMCA organized the agricultural department in their institutions in order to develop the rural areas.
