This paper intends to propose a framework and tasks of South-North Koreas relationship development for inducing North Korea’s change. The fundamental factor for NK’s change is NK-U.S. rapprochement. However, two Koreas and NK-U.S. relationships should progress side by side. Sometimes two Koreas relationship advance is necessary for NK-U.S. reconciliation to activate NK’s change. Short-term tasks of two Koreas relationship advance are as follows. Solidifying exchanges and cooperation between two Koreas; moving toward military confidence building; launching NK development and cooperation projects; regularizing inter-Korean summit talks. Mid to long-term tasks are as follows. Launching peace regime processes; institutionalizing two Korean economic cooperaton and developing inter-Korean economic community for generating economic effectiveness; Entering into the South and North Koreas confederation stage. Inter-Korean relationship development has not always had positive effects on NK’s change. NK people’s hostility toward the South has brought down considerably resulting from exchanges and cooperation between two Koreas. However, NK government facing these changes intermittently or regularly has strengthened interior control and taken anti-change measures. Meanwhile, NK inside changes has introduced inter-Korean relationship advance at times. NK has ever adopted a positive attitude regarding inter-Korean cooperation to prop up economic reform, solidify internal legitimacy, and respond to external threat. Therefore, we should focus on both of positive and negative effects in NK change resulting from inter-Korean relationship and analyze NK internal changes elaborately which would be led to two Koreas relationship advance.
