The relationship between Chinese township/town governments and villager committees is ultimately a relationship the state and society. It reflects the problems of the Chinese rural governance that has been changed from one centralized administration to one of self-government after reform and opening up. Studies have shown that the most prominent cause for imbalance of the township/town government and villager committees is when the former changes its role of providing guidance to one of rendering leadership. Therefore, defining the roles of the two strictly in accordance to law becomes the key factor to correct the imbalance. Parallel to this, the transformation of the organizational structure, the institutional framework and the governance format of the township/town government through participatory democratic reform and the training of the villager committee to enhance its self-governing capacity and political awareness are also necessary to initiate a relationship that is fundamentally devoid of friction and conflict.
