Due to the current government support policy, in the past 2-3 years, there has been an increase in the number of social economic businesses, known by various names such as social enterprise, preliminary social enterprise, community business, self-sufficient community, etc. In Seoul, as of March, 2011, there are about 700 social economic companies and it seems that they will increase to approximately 1000 by the end of 2011. Even though there is much common ground among social enterprise, preliminary social enterprise, community business, self-sufficient community, they are somewhat inefficient and ineffective because of the dispersion of the support policy by the government department. In this circumstance, this study suggests efficient and sustainable development methods for social economic businesses, that is integrated managment systems.
The policy suggestions of this study are as follows:
Firstly, it is more desirable to seek the integration of support policies, which are now promoted separately by several departments.
Secondly, it is necessary to make a profit generating structure and mutual aid economic system through joint strategy among social economic businesses. To make this be accomplished efficiently, it is necessary for the Seoul city to support a combining project of social economic businesses which are based on the local community.
Thirdly, it is necessary to create an environment for sustainable development of social economic businesses. For this, it is suggested that the city of Seoul reinforce education support activities to upgrade the capabilities of companies. Additionally, continuous promotion for ethical consumption and encouragement for priority purchases of public institutions are needed for market expansion.
Fourthly, it is necessary for Seoul to change the website of social enterprises to a social economic portal site and to invigorate the website.
Fifthly, it is necessary to shape a combined DB regarding the social economic businesses to utilize in supporting businesses and management.
Sixthly, it is necessary to establish combined public support standards and guidelines regarding social economic business backups.
