Russia’s Far East policy is divided into two phases. From 1860s to the Sino-Japanese War Far Eastern policy of Russia was a “Temporizing Policy.” In this period Russia did not participate at all in Gando matter between Korea and China. Only Bever just personally supported Korean Goverment. His support fo Korea had no official position of the Russian government.
After Sino-Japanese War, Russian Far East policy was actively promoted and Russia began to show her interest in the Gando matter. When the Boxer Rebellion occurred, Russia mobilized a military power and occupied the Manchuria. After that Russia regarded Gando as a part of Manchuria and She recognized Amnok River and Dooman River as the international border between Korea and China. This Russian position on Gando was continued until beginning of Russo-Japanese War.
After Russo-Japanese War in 1904~1905 years, Japan singed a Gando treaty with China. But the Gando treaty was a threat to the safety of the Russian Far East territory. Russia which worries the safety of Far Eastern territory signed the Second Treaty with Japan and after that Japan could annex Korea.
