This research attempts to analyze the conflicts between non-smoking and smoking discourses that have been going on for the past twelve years using Fairclough’s critical discourse analysis. Also this research contemplates the process of discourse transformation by observing unstable ideologies and hegemony competitions within the discourses. Finally, this research observes the process of a hegemony of a discourse earned through the public sphere becoming a social cultural practice. The periods of discourse change are categorized into price escalation, non-price policy, and provider switch. There are oppositions between price escalation and budget expansion, between expansion of non - smoking area and infringement on a right and between public welfare lawsuit and lawsuit useless. The discourses of price escalation, expansion of non - smoking area and public welfare lawsuit, articulated with the existing ones perform discoursive practice while acquiring hegemony. In the struggles of discourses, price escalation and expansion of budget, expansion of non-smoking area and infringement on a right, and public welfare lawsuit and lawsuit useless form the public sphere for competitively obtaining public support.
