This research is a proposal for the model development of facilities as a solution for welfare by installing a complex facility in the suburbs that has various complex functions and programs such as leisure, traveling, health, rural life, exchange, and community enhancement focusing on second-class citizens in the metropolis, especially the low-income middle and old aged. The facility suggested here is named ‘Perry-Urban Welfare Community Garden (PUWCG)’. The main results are as follows. Firstly, the low birth rate and aging society problem is becoming worse in Korea and demand for health and welfare travel for low-income middle and old aged in the metropolis is increasing. Accordingly, the need for a complex facility with functions that second-class citizens hope for in the city such as health, leisure, economy, and society and not simply for travel is increasing. Secondly, relating to the model development of PUWCG, the main user class was extracted in terms of social, demographic, and policy conditions and suggestions were made as countermeasures for the various demands of the user class after reviewing the geographical condition, size, space planning, and financial planning. Thirdly, as a result of surveys conducted on the user class, users wished to use the PUWCG during the weekends or holidays and preferred them to be in places that are easily accessible within an hour. Also, the facilities they wished to be implemented were accommodations, gardens, camping facilities but there were less demand for exercising facilities. Fourthly, as a result of analysis on the demand characteristics through cluster analysis, they were sorted into two groups: A group (middle and old aged, gardening), B group (young adult and middle aged, camping). A group put an emphasis on health and hobbies and preferred public transportation and hope for individual accommodation facilities in rural areas. Whereas B group emphasized harmonious family time and leisure and preferred condo-type accommodation facilities in places with excellent nature such as the ocean and river that are easily accessible. Accordingly, there was a significant difference in the preference of PUWCG and demand characteristics of facilities people hope for. Fifth, two specific and realistically possible short-term plans were suggested according to the demand characteristics of users shown in the theoretical consideration and analysis results of the questionnaire survey.
