『Hanseong Shinbo』 was a government-associated Japanese press, which was published in 1895 and circulated inside Korea’s capital by Japanese Nang’in figures. Prior studies considered such publication as it was to have been rather provocative and also invasive, as these Nang’in figures had also been directly involved in the assassination of Queen(Empress) Myeongseong. But an overall view and analysis of 『Hanseong Shinbo』 reveals other aspects as well, which require reevaluation. There have been not only articles of the aforementioned invasive and exploitive nature, but also articles based upon notions which actually supported the notion of ‘[necessity of] universal civilization.’ Such articles, especially the ones critical of the Korean political reality, seem to have been based on notions of ‘enlightenment’ and ‘reforms,’ and other comments as well, like the ones commenting upon the Korean educational situation, also seem to be harboring modern educative views. Such a stance (of the newspaper) was very similar to that of the era’s intellectuals who supported the cause of enlightenment. In some cases, the newspapers even seems to be leading such trend.
But at the same time, this kind of “universal civilization” notion turned out to be quite ‘political’ in its nature as well. It was actually looking after a particular country(Japan)’s own interest. In this article, that aspect is referred to as ‘a political bias.’ And the coexistence of these two aspects, as well as the duality of the situation, are deducted from the contents of the 『Hanseong Shinbo』 articles.
『Hanseong Shinbo』 offered quite an arbitrary evaluation of ‘Japanese language’ schools, business activities (in the capital), Righteous Militia movement in 1896, and the Korean diplomatic efforts in the year 1904. However, some points made in those articles would have also been quite persuasive to intellectuals supporting the cause of enlightenment. Considering the idea of “civilians with free rights criticizing the failures of the government,” as well as the journalists’ effort to facilitate that, as the essence of enlightenment, can be seen from several articles.
Based on such notion of enlightenment(or ‘civilization’), the newspaper argued that the Korean government’s enlightenment efforts had been retreating since 1896. The newspaper was also seemingly quite interested in the new-style schools’ openings that had been continuing since the Gabo-year reforms, and revealed its own opinion on the new-style schools’ opposition to the government’s ‘conservatization’ and its overly generous treatment of Seong’gyun-gwan since 1896. As we can see, 『Hanseong Shinbo』’s own appearance of acting as critical journalism [on governmental policies] must have been invigorating in the eyes of the intellectuals who were supporting the cause of enlightenment.
But there were also political biases embedded in such universally enlightening arguments. For example, we can cite the newspaper’s choice to ignore the possibility of Koreans trying to establish new-style high education schools based upon their own traditions, or to use its journalist influence to blame political factions adversarial to Japan.
