Chilbosan Town is an apartment town which is established at the end of 1990’s as a huge complex under Chilbosan, western part of Suwon. Since 2001, this town has been holding Hangawi Ganggangsullae every year. In order to find out how the town festival started and settled, the following have been examined: the characteristics of the town, the festive foundation of the town, and the organization and performance of the festival. Based on the findings, the attributions for the successful settlement of the Chilbosan town festival to settle were divided into four: the issue of human resources, the choice and the transmission issue of Dandongnori, the central performance, and securing the town’s common space as well as the tasks for the villagers to take care of in order for the festival to continue on the long-term base. The following are the results. It was learned that the festival was not based on a regional festive base, rather, it was a recreation of Ganggangsullae, a play from another region, which assimilated the play needs of the villagers. In addition, regardless of religion, occupation, gender, and age, the most important objective and value of the festival is for everyone to join and enjoy the festival. The leading party for the festival is a preparation committee composed of different groups which might lack some systematic, strong drive. Yet, thanks to the democratic decision-making process, they have been able to maintain the overall frame of the festival with slight changes on who is leading the festival in respective year. The budget for the festival is profoundly comes within the town although there are some funding from outside organizations. The organization and performance of the town festival is that for 2-3 hours in the afternoon, a display and play round take place in the park in the center of the apartment complex, and from 7 in the evening, Pungmungpae’s Gilnori ensues which is followed by Ganggangsullae on the school playing field for 40-50 minutes before wrapping up with a simple wrap-up party. A look into how the festival was able to take root yielded the following background. Firstly, in order to host a successful town festival, there needs to be a voluntary group composed of towners. Chilbosan town had ten voluntary groups which procured the festival budget, which led to the current festival with the ability to carry out the festival on their own. Secondly, a town festival needs to have Daedongnori which is for everyone. Chilbosan town chose Ganggangsullae as the central performance which does not require much preparation and many tools. There are the sound team and the leading team which get lessons for a dynamic and smooth Ganggangsullae performance. Thirdly, there needs to be a common space where towners can get together. Schools, senior citizens’ center, and community center were utilized as common spaces where the villagers can always go for a meeting and performance practices. In order to continue the festival as a town festival the towners are proud of and a festival for everyone to prepare together and enjoy, Chilbosan towners will actively engage in communication and efforts to promote solidary with one another, and contemplate on ways to secure a stable transmission of Ganggangsullae, the central performance of the festival.
