This study aims to conduct Importance and Performance Analysis (IPA) of local councils of social welfare in order to suggest future direction of their role. 281 social workers in Kangwon province were asked to answer for self-reported questionnaire from 01 to 20 of October, 2015. According to IPA matrix, the quadrant 1 (Keep Up the Good Work) consists of eight sub-groups as follows: performing as an integrater, linking welfare resources, providing welfare information to community, training workers, conducting public welfare education, integrating with community organizations, mediating welfare centers, and developing sponsors. The quadrant 2 (Concentrate Here) consists of seven following sub-groups. These are: assessing needs regularly, conducting basic welfare research, collecting information about on-going welfare issues, encouraging participation, collecting welfare-related data, providing analysis, mediating different welfare projects, and adjusting projects of each center. Next the quadrant 3 (Low Priority) includes seven sub-groups: contributing to solve the second welfare needs, providing an indirect welfare service, encouraging social action, functioning as a pressure group for legislation, offering a direct counseling service for community, developing community welfare projects, and organizing academical or international exchange. The last quadrant 4 (Possible Overkill) includes three sub-groups as follows: leading volunteer program, citing members for performing a meritorious deed, and implementing consigned projects from government. On the basis of this IPA result, this research also suggests future direction in order to enhance the role of local councils of social welfare.
