In this paper, I will first present my theory that Japan’s purpose during the Jeongyu War was to conquer southern Korea. Secondly, I will confirm that the Japanese military campaign during the War was the rationale behind this theory. Thereafter, I will suggest new evidence to support this theory. Initially, Toyotomi Hideyoshi gave the strategy to commanders in his "February Decree" on 21 February 1597. Its main points were as follows. (A) Military actions of invading troops should be decided by a majority vote of the commanders; (B) Invading troops were to firstly control Jeolla Province全羅道 and, if possible, invade Chungcheong Province 忠清道 and other areas. (C) After (B), invading troops would then build "Shioki no shiro 仕置之城". Hideyoshi assumed that Japan had already held Gyeongsang Province 慶尚道. "Shioki no shiro " was a Japanese-style castle for realizing effective control. Therefore based on (B), we have to judge that the Japan’s purpose during the War was a conquest of southern Korea. The strategy of the "February Decree" was a fundamental condition of the Japanese military campaign. Commanders held the Busan Conference釜山会議 in July, the Jeonju Conference 全州会議 in August, and the Jeongeup Conference 井邑会議 in September. Decisions to invade Jeolla Province and Chungcheong Province, and to re-invade Jeolla Province were reached at those meetings, in addition to building "Shioki no shiro". All of these were subject to (A)~(C) and naturally matched the aforementioned purpose. From the above consideration, it follows that my theory is reconfirmed. Furthermore, this paper examines the ruling situation which corresponded to the second phase of the conquest. For example, Koreans were engaged in building the Suncheon Castle 順天倭城 and approximately 500 armed Koreans protected the Ulsan Castle 蔚山倭城 at the battle of Ulsan. Even though very brief, the rule of southern Korea had been achieved by Japan. However, with the battle of Ulsan as an opportunity, several commanders raised one measure to Hideyoshi. This was to abandon the Ulsan Castle and Suncheon Castle at both ends of the front. However, he firmly rejected this measure, refusing to abandon these castles. As mentioned above, dominance had been achieved in the vicinity of both castles. The newly built Suncheon Castle, which was the only "Shioki no shiro" in Jeolla Province, was just a symbol of the Jeolla Province conquest. Consequently, Hideyoshi preserved this castle. This action obviously shows that the Japan’s purpose during the Jeongyu War was to conquer southern Korea. I suggest this fact as the latest evidence of my broader theory.
