The Maastricht Treaty, caused by the restructuring of the European integration and the end of the ”Cold War,” merle the EU include the CFSP among several common policies, and it also made the WEU provide the military forces for the EU. The establishment of the relationship between the EU and the WEU, the EU and the NATO, and the WEU and the NATO has become a new issue in the EU, and the European Security System has been influenced by the change of these organizations and the development of their relationship. Each organization has different functions, but they agree among themselves with one consensus concerning the acquisition of the identity in the European Security System. This study analyzes the definition of the European Security System and its composition which settled after the end of the Cold War and realization of the EU. It analyzes, first of all, the transformation of environment in the European Security System, trying to define the European Security in relationship with the Maastricht Treaty. To observe the change of the strategy on the European security after the creation of the EU, the character of European security and WEU` s magnification is also discussed. The transformation of the WEU` s status, its role in the EU and the reform of NATO, since the Treaty of Amsterdam in October 1997, will be studied, and finally it can be anticipated that the transformation of the European Security System will cause the “Europeanization of the European Security.”
