The purpose of this study is to provide basic data for expanding the scope of research related to physical education leaders in the life sports field. The research scope was set up as a first class sports instructor, a second class sports instructor, a youth sports instructor and an elder sports instructor. Research reports, research papers, and data of the National Sports Promotion Corporation from 1993 to 2016. were collected. After Literature study and analyzing the data, the following conclusions were obtained through the process of comparison and discussion with the current system. As a prerequisite of the conclusion, there should be a social apparatus considering the legal approach (listing in the statistical classification table), the welfare approach (basis salary and allowance, absence of leave and duty) on the sports leaders’ aspect. There should be a compensation according to the level and number of acquisition. The qualifications must be graded (by education, career, certification and athlete’s career), subdivided and linked to public sports facilities so that they can be paid according to level regardless of the region. First, general matters of qualification system: It is necessary to reset the name and condition of the qualification for the integrated life sports instructor. Also it is needed to seek internal stabilization and realization of qualification items. Secondly, as for written &, practical skills & oral skills: It should be set up to review written qualification courses, to reset courses which can be integrated, and to reset compulsory subjects (Life sports, sports instruction, training methodology and first aid). Third, training: After abolishing theoretical training, field training and internship-oriented training should be strengthened. Fourth, utilization and placement of qualifications: Development of a compensation system based on the qualification level, reorganization into a qualification system that matches employment and reality, establishment of a job matching organization for athletic leaders, reinforcement of standards for mandatory placement of leaders and refresher courses should be introduced.
