The Xiaowendi"s Imperial Ordinance to king munja is a kind of imperial decree document for discuss on the matter(Lun-shih-chih-shu, 論事勅書) which is a one of 7 rescripts established during Tang Dynasty. But it isn"t a stylized form, merely give a demonstration that "Chancellery(門下)" is being a fixed form as opening phrase.
Northern Wei did put a her first Mourning Rites for king Jangsu before made this imperial decree document. This rite was a step to subordinate Goguryeo virtually, thereon Xiaowendi sent a other document demanding Goguryeo`s the Crown Prince should make attendance at the Royal Court of Northern Wei. But the Xiaowendi"s Imperial Ordinance informs Goguryeo rejected this demand several times on pretext of illness and infant.
The Xiaowendi"s Imperial Ordinance to king munja shows us that Xiaowendi blamed king munja sent a male cousin of his father instead of the Crown Prince, suggested his brother and a unidentified person called "卽鄒" make attendance at the Royal Court of Northern Wei. This suggestion means Xiaowendi admits Goguryeo rejected her the Crown Prince`s attendance at the Royal Court of Northern Wei.
The Xiaowendi"s Imperial Ordinance to king munja, probably prepared October 492(the lunar calendar), was a document which saving Xiaowendi"s own face, demanding retreated suggestion, which brother and a unidentified the man next to him in rank attendance at the Royal Court.
