The wide difference in economy and social security between South Korea and North Korea makes it hard to imagine an immediate system integration. In this respect, this study examined how a ‘transitional dual system’ may work for North Korea during a certain period after unification. That is, transitional dual system will be rational policy to relieve excessive cost of unification.
This study is composed as follows. First, this study explored the necessities of the transitional dual system, and looked into legal issues concerning transitional dual system in terms of basic right, equal right, and social security eligibility right. Second, this study examined directions the transitional dual system and a management plan for its implementation.
