Our country is developing for industrialization and information-oriented society. There are the increase of female economic participation rate of married woman, woman"s single parent family by divorce, two-pay-check family, and various personal life style or job structure. Therefore many women need a kind of qualitative day care center for their child care, but they cannot always find the services that they want because of lack of special child care centers around them. That reasons are that many day care centers have problems such as a bottleneck in their management, poor financial status, teacher"s and director"s low quality, inadequate in-service programs, etc. So this study is to find the problems of urban day care centers and to search for their activation plans by using many previous survey reports and statistics of Korea National Statistical Office. The activation plans of qualitative urban day care centers are the offering of nation-centered various special child care centers, the child care teacher"s improvement of labour condition, the rational financial support for low income class, the rationalization of management, and the networking in child care information center.
