This research was designed to identify the problem and improvement for the youth soccer athlete development environment in order to find training plan, and to draw an order of priority as training strategy among the identified strengths and weaknesses. For this, 20 elite soccer field leaders were selected and delphi technique and AHP analysis were used to derive the factors that should be considered for the development of desirable elite soccer players. First, the results of the analysis of the upper hierarchy were ranked first in the order of the individual competency dimension, second in the club growth strategy, and third in the external environment dimension. Second, the results of analysis on the improvement items of the individual competency dimension were as follows: the first was to improve labor condition for leaders; the second was to improve awareness for the parents; the third was to solve problem for athlete supply; the last was to strength leader’s competency. Third, the result of analysis on improvement for the external environment dimension were as follows; the first was to support by the related institutions; the second was to expand the training facilities; the third was to introduce the new training program; and the fourth was to improve the unfair entrance examination. Fourth, according to the results of analysis for the detailed items in the club cultivation strategy dimension, it was derived that the first was guarantee of study rights, second was athletes supply, third was participation to vary sports events, and the last was to make positive team atmosphere. Fifth, in all items considering composite weights, improvement of labor condition, guarantee of study rights, athlete supply, and improvement of parents" awareness were at the top, in other hand, improvement of unfair entrance examination, introduction of new training program, furtherance of team atmosphere were at the low rank.
