The purpose of this study is to observe the problems involved in development of public administration in Japan, to present concrete and practicable models of public administration., Which is to contribute to a successful promotion of public administration of leisure and recreation in this country. In order to establish models for, developing administration of leisure and recreation, I have studied on the present situations and policies of administrations of leisure and recreation in Japan, which have made me to make tentative models in this country, The problems and tasks in administration of leisure and recreation may be summarized as follows ; Firstly, one of the significant elements in public administration of leisure and recreation is to provide every citizen with more opportunities and programs with eye for the national welfare. Secondly, we should hasten to secure some institutions for leaders, train them on their respective specialization. Thirdly, we should establish the independent organizations in the central Ministry to prevent from the efficiency and lack of the autonomy of administration. Fourthly, we should seek for the systematization and specialization of public administration to overcome the difficulties involved in She administration in leisure and recreation in Korea. Fifthly, we must not support and nurture only once part exclusively, but all of parts on equal terms within an organizational linking system, finally contributing to a harmonious development in public administration of leisure and recreation in Korea.
