Today, the growth of leisure and recreational opportunities are tremendous. It is widely believed that the people`s leisure behavior could determine what happens to the nation in the years ahead. For this significance, recreation planning is a vital necessity for the present, and the future society in particular. Instead of showing the greater details, making a recommendation for successful recreation planning in Korea is the central idea of this paper. We now realize that recreation problem is no longer a matter of individual, rather it became a national concern. Consequently, government should take the main responsibilities in laying out recreation planning for the country, because it is too big job for any single agency to meet this national needs, although a joint work between government and other agencies is the basic factor for successful leisure services for everybody. We could name this type of leisure services by government as public recreation. One of the initials for the long term recreation planning will be organizing of government body which is solely responsible for the recreational services and its administration. The government structure for recreation must he localized for the more effective management and operation of the services for the entire country. The major function of public recreation are management of parks, playgrounds, recreation buildings, including golf courses, swimming pools, tennis courts, and other recreational facilities. At the same time, providing qualified professional recreationists for the government authorities is a must, and the colleges and universities are the only sources to educate them. The ideal way for successful college education for recreation is to create an independent department for recreation. College education for recreation should heavily emphasize on training the students to be qualified practitioners who could manage the leisure service systems in the most effective manner, rather than instructing a few play activities. It will contain the various fields of recreation including indoor and outdoor recreation for all kinds of people in terms of public, private, commercial, and other types of recreational opportunities. This kind of professional education can not be replaced by teaching merely several songs and games. As a conclusion, the role of government and the higher education systems are two, key factors to lead recreation movement a success in Korea.
