In order to activate the leisure and recreation programs, it is often said that they have eternal possibility to be generated and developed by a lot of factors hidden in the social changes, and also in order to meet the current requirements and prosperous social changes, we are pleased to report as follows to support the leisure and recreation programs closely related with the residents of Inchon as a municipal welfare program. 1. The necessity, effect and importance of the leisure and recreation programs for the residents should be newly recognized as one of the indispensable courses of the all-round education, and the relative staff should have close relation with each other to obtain professional understanding and knowledge about them through the adjustment of the administrative organizations or regulations and security of budget. 2. Facilities and tools should be prepared for the residents, from children to the aged, to let then enjoy their leisure and recreation times as they want, and cooperation with the school facilities is thought to produce better results. 3. The leisure and recreation programs should be developed and educated, and organizations of leaders for such programs and volunteers are necessary. Based on these, each district offices should develop program by itself to fit its situation, and create management system with support system both in administrative and financial sides to maximize their capabilities. And more educational institutes for tire leaders of ability should be established. 4. Development of the tourist programs together with aquatic sorts programs such as yachting, skinscuba diving and wind surfing which ill make the most of harbor city`s characteristics, namely, characteristics of Inchon Metropolitan city (geographical circumstances and climates) will develop the local society and this city as a city of international marine tourist attractives.
