In the middle of the 11th century, Nothern Song faced many contradictions, and in this situation, Shen-Zong was crowned and sought to change the phase. Wang An-shi came to the capital with the selection of Shen-Zong. After several encounters, he gained full trust from Shen-Zong, who was appointed to the deputy prime minister in 1069 and began reforming.
But after Wang An-shi’s advent, the opposition to him rapidly emerged, and when he was appointed deputy prime minister, the opposite was more widespread. Every time the New Policy provision was promulgated, the political circles of the North Song was in a great dispute.
What was the reason why Wang An-shi and New Policy were opposed by the bureaucrats? It is believed to be due to the values that Wang An-shi had, because he did not acknowledge tradition and authority but rather denied it thoroughly. Song Dynasty"s system was absolutely believed in by the generations of the time. In that state, Wang An-shi showed an unacceptable attitude to tradition and authority, and they could not tolerate it.
The factions that were in tune with Wang An-shi were made up of new bureaucrats, mostly around the age of 40. Opponents criticized Wang An-shi for rejecting the elders of politics and choosing only young people. Among the characters of the faction who sympathize with Wang An-shi, there were many moral defects.
