As higher education institutions, universities should develop and operate a liberal arts curriculum titled “Global Citizenship Education” with the aim of enhancing global citizens’ awareness of university students in accordance with the objectives outlined in the Higher Education Act.
In Korea, Kyung Hee University started offering civic education courses in 2011, and some universities, such as Sookmyung Women’s University, Dongguk University, and Busan Digital University, currently offer programs in global democracy education. The following are three suggestions for the development of a university-level global democracy citizenship education program:
First, global democracy citizenship education should be conducted as a lecture method, in which students actively participate in discussions and presentations, team projects (collaborative creative problem solving), field activities, and self-reflection reports.
Second, global democracy citizenship education is a form of sustainable developmental education, and it requires gradual education according to life cycle. It reflects how the values and consciousness formed in human beings during their infancy and youth extend to adulthood. Therefore, global democracy citizenship education should be continued from early childhood to elementary, middle, high school, and university years, as well as during adulthood. For this purpose, it is necessary to consider children’s curriculum and the curricula of elementary, middle, and high schools.
Third, no network exists either within or outside the school to collect professional and diverse opinions of stakeholders regarding the formation of contents for university-level global democracy citizenship education. Therefore, it is necessary to construct a network in which everyone involved in the development of classes in and out of school from the stage of development of curriculum such as contents and curriculum of global democracy citizenship education.
