Report Errors

Birth registration system regulated by "Act on the Registration of Family Relationships" poses duty of birth registration principally on parents, so if they do not, there is no way to recognize it by government.
Birth registration can be done by relatives living together, doctors involved in delivery, prosecutors and chief of regional public offices when it cannot be done by parents. However, it is insufficient to recognize it throughly by third parties. In fact, there has been continuous reports of cases caused by lack of birth registration, the starting point of basic rights.
Thus, this study reviews current problems and birth registration systems abroad focusing on those of Germany, America, Canada and Japan.
This study discusses allowance of birth notification by hospital along with reports by parents, and speculates on minimizing side effects by analyzing integratedly the effects and problems following this procedure.
In addition, as the recognition of birth by government is the cornerstone of human rights and provision of welfare of children, this study tries to find better ways to fit both current situation we are in and our legal system like "Act on the Registration of Family Relationships".
Under speculations on the above, this study proposes the basic backbone of introducing birth notification by hospital while maintaining current birth reports primarily by parents and supplementarily introducing limiting the issue of certificate. The development of welfare system for mother and child is mandatory as well.
