Vocabulary is the first and the most important ingredient in English language education. However, it occupies less amount of time compared to other activities such as listening, speaking and reading activities. This study ventures to develop vocabulary contents to be used with PDA after on analysis of the vocabulary items in the elementary school English textbook. This study selects 20 very common verbs and some cartoons to teach vocabulary. This study has developed the PDA contents according to component display theory and systematic instructional design process. After the development of the contents, the material was evaluated by the Instructional Quality Profile(IQP), a scientific tool for evaluating instructional materials. The developed contents were evaluated for consistency and adequacy for the purpose and objective of the study according to the IQP. The result demonstrates that the PDA materials using cartoons is an effective way in learning English vocabulary for new young generation of students.
