The purpose of this study is to analyze the present states of teaching and learning at vocational training institutions and to provide guidelines to solve the current problems.A survey, completed by mail, was conducted between May 18 through June 30 of 2004. A total of 756 vocational training institutions participated in the survey, which included 21 public vocational training institutes and 23 korea foundation of polytechnic colleges. This survey sought to identify the administrators perceptions and to examine the current states and difficulties of teaching and learning, i.e., the curriculum and instructors, educational environments and administration at each of the respective institutions. Based on survey responses, discrepancies between the administrators perceptions and the institutions current practices were compared.The major findings of this study are as follows: Administrators generally perceive teaching and learning as critical factors for successful training at vocational institutions, especially 1) the development and operation of vocational training programs that satisfy the learners, and 2) the importance of having excellent instructors and effective instructional methods. On the contrary, despite administrators high levels of their own awareness of teaching and learning, most vocational training institutions concentrate mainly on the physical environments, which were considered one of the least important factors among the investigated domains. Significant discrepancies between the administrators perception and the institutions current states were detected across the domains.
