Inauguration of World Trade Organization system boost the international migration of professionals. Health Service is one of the hot issue for negotiation. For free access to the market, license is a major problem for professionals. It is essential for mutual recognition of competence of doctors whether the country or state has licensing body with good credibility. Canada set the example of professionalism for doctors by establishing the provincial licensing authorities. Each licensing authority has mission for protect the public and society. Therefore it is author's purpose to expose the detailed information on licensing bodies aiming for future foundation of similar organization in Korea. For given constrains in reserch, it is not possible to explore and study the entire licensing authorities in Canada in exhaustive way. Therefore the licensing authorities of Ontario, Quebec and British Columbia are chosen in consideration of each province's population which commensurate with the population of practicing doctors. The research were done by doing literature search, reviewing published materials as well as internet contents from each licensing authorities. Also the author was visiting each licensing authorities of Ontario, Quebec, and British Columbia for direct interview. Feedback from the practicing doctors of each provinces and public members of the council were added.
