This study analyzes the discourse pattern related to South Korea’s birth-rate decline issue, and the topics that have emerged and their evolution over time since year 2000. The study explores the underlying causes behind policy failure in regards to fertility policy. Text mining and topic modeling methods are used to extract key topics based on 70,000 articles extracted from on-line newspapers. Three key words have emerged, which include “crisis,” “reaction,” and “adaptation.” The longitudinal patterns of the key words’ appearance frequency by year show a steady increase of the “adaptation” related topics whereas the “reaction” topics showed a decreasing pattern. Policy directions are inferred based on the research findings. Measures regarding the low birth rate need to encompass a broader range of issues regarding social, economic, and cultural aspects that affect individuals’ childbirth decision. Moreover, there is a strong need to critically reconsider the existing instrumentalist approach led by the Korean government. More expansive research is required to broaden our perspective on policy alternatives to address the declining birthrate.
