In the year following the 1961 coup d'etat, the Ministry of Education of the Park Chung Hee government set to the task of revising the curriculum for primary and secondary schools. This paper examines the section dealing with democratic citizenship education, discussed at the 1962 Haein Temple Seminar. Considering the authoritarian nature of the government at the time, one could legitimately wonder why the military regime of Park Chung Hee (1961-1979) wished to promote the implementation of a democratic citizenship education program while imposing a brutal dictatorship on South Korea.
Explanations encompass the historical background, the political intentions, and the heavy influence of traditional Korean culture. In an attempt to answer the above question, this paper will first establish the historical context of the first half of twentieth century Korea and the advent of Park Chung Hee. The second section will examine the report on the Haein Temple Seminar which helped produce the democratic citizenship education curriculum in 1963. It will then attempt to describe how the results of the seminar were understood by Koreans (including Park Chung Hee and his government). The third section will attempt to determine the intentions and motivations of the Park Chung Hee regime concerning responsible democratic citizenship education.
