This article compares and reviews human rights education and fundamental rights education, based on the definitions of the concepts of human rights and fundamental rights. The research proceeds as follows. Chapter 2 analyzes the contents of social studies curricula and textbooks, and then presents related issues. Chapter 3 discusses the concepts of human rights and fundamental rights, building upon them to discuss the characteristics of human rights education and fundamental rights education. Chapter 4 examines pros and cons by classifying human rights education into natural law-based human rights education and positive law-based fundamental rights education. Finally, Chapter 5 presents conclusions and suggestions. Specifically, human rights education and fundamental rights education are often mixed in conceptual areas, but that their roles are distinguished, based on ideal typical characteristics. The result of this discussion is as follows. First, human rights education centered on natural law is necessary for the expansion of human rights discourse. This is a task of human rights sensitivity education or action-based human rights education. Second, if human rights education needs to be valued for clarity and feasibility, it requires a fundamental rights education centered on positive law. This is a task of constitutional education. Accordingly, it is reasonable to recognize the strengths and weaknesses of both parties and to devise the appropriate purpose and methods of human rights education.
