Community center is a residents’comprehensive life space where community (with community sprit formed in particular area) can mutually interchange and solve their problem by their own, and can improve their life’s quality via program targeting residents in terms of culture, welfare convenient facility. The original concept of community center is a ‘facility’. But, this has changed its role from just a function of an administrative office to a local room (where people can be gathered and have meeting), education room, information center and cultural house. But, many problems have been found during the operation. The problems were insufficient facility and budget, lack of professional personnel, monotonous program and lack of sense of representative and democracy. Especially, when it comes to a problem in operating program, the followings were pointed out as the problem; similar program regardless of area’s peculiarity, too many cultural and leisure program, inappropriate P.R to all residents as targeted participants is concentrated on housewife, many programs limited to only day-time, insufficient program for a neglected class of people and senior citizen. In addition, the operation of the community center should focus on active participation and the formation of local communities as the site of the residents' autonomy. Currently, however, the community center has been slow to cooperate through the establishment of voluntary networks among residents. More importantly, participation by residents is essential, and various programs should be operated to reflect the needs of the residents and suit the characteristics of the region. So, in this study, provided improvement and activation measures to identify the current situation and problems of the community center.
