In 2012, the Community Total Support Center was introduced in each community, providing comprehensive services that combine, home-based care, long-term care, prevention, medical and health services, assistance with daily activities, and housing support. Meanwhile, Seoul’s outreach community health service was launched in 2015, promoting citizen autonomy and a sense of community while encouraging health and welfare service providers to reach out to the public. The results of capacity mapping demonstrate that, while both South Korea and Japan share the same goal of providing community-based integrated services, the two countries have different levels of integration of various welfare services. This study recommends further research endeavors on South Korea’s comprehensive service system in the context of public health, moving beyond the current emphasis on social welfare. The present authors have identified the need for a community care service scheme that integrates public health, medical, and welfare services into one package to ensure easy access and tangible benefits to the elderly population.
