During the transition period of China"s economy from high-speed to high-quality development, high-quality development of cultural industry plays a long-term strategic role in building China into a culturally-advanced country and realizing the “double high (high speed and high quality)” development of literature and art, attaching equal importance to social and economic impacts, and exploring integrated innovative development. The high- quality development of the cultural industry is an important support for the modern cultural industry system with Chinese characteristics. It has rich connotations, such as the characteristics of the pillar cultural industries, upgrade of high-quality cultural supply, constant prosperity of cultural consumption, and the enhancement of cultural trade capacity. From the statistics such as the “High Quality Development Index of China’s Cultural Industry (2019)”, we can see that the high-quality development of China’s cultural industry is still at a low level, with significant differences in regional development and widespread structural problems of high level of input and low quality of output. In the face of global competition, to achieve high-quality development of China’s cultural industry we should take following measures: we should establish a cultural economy policy system focused on high-quality development, effectively improve input performance through the supply-side reform; we should measure cultural industries with innovation, and drive the integrated development of culture and related industries, deepen the reform of the cultural system and actively explore the pattern of high-level cultural trade.
