There emerged a perception that high birth rates and population growth were becoming a problem in late 1950s China. ACWF (All China Women’s Federation) spread the discourse encouraging women to marry later and have less children by means of birth spacing through its bulletin Women of China. The rationale behind the discourse was the issues of economic predicaments and lack of time caused by having too many children consecutively. These problems were considered to hinder women to become politically enlightened workers. In reality, it was common that women of marriageable age immediately get married and give birth while contraception or having fewer children was deemed problematic. Women of China provided women with practical knowledge on contraceptive methods as well as personal stories of late marriage and contraceptive experience. Its columns distributed knowledge on menstruation and sex life. The bulletin put forward the idea of planned birth for the sake of working-class wellness, challenging the CCP’s precautionary attitudes against birth control policy based on Malthusianism. Ultimately, Women of China functioned as an arena of public discourse to facilitate women’s reproductive self-determination through putting the issue of birth control on the agenda prior to the government initiative.
